1st PEARL Peer Group Workshop

The first PEARL peer group workshop for the Group D Cultural, Heritage and Religious cities was held at Hotel Regency, Agra on Wednesday, 28th November 2007. All identified Group D cities were invited for the occasion. The workshop was attended by the Senior Officials of the Group D cities as well as the representatives from JnNURM Technical cell and local organizations from Agra.

Summary of Discussions:  Different presentations and round table discussions, deliberated the following issues during the workshop: 

  • PPP toolkit of JnNURM to conserve small monuments 
  • CPF can be modified with focus to heritage 
  • Bridge the gap and dialogue between the government and the community 
  • Self help groups need to be encouraged 7 
  • Special funds under Pearl/JnNURM for community development 
  • Partnership between religious trust, planners and civil society
The Agra Recommendations: The PEARL Group D peer group at Agra made the following recommendations:
  • Creation of Heritage Cell in every ULB 
  • Model Legislation – Manual & Model Case Study 
  • City-wise Heritage profile / Best practices to be forwarded to CEPT 
  • Documenting intangible heritage of respective ULBs 
  • Listing of Civil Society Institutions & Consultants from respective Cities 
  • Formation of Resource Centre at CEPT (Involving Faculty as well as Students work) 
  • Inclusion of Heritage issues in Toolkit for Community Participation Fund 
  • Involvement of Religious Trusts in the process of city level initiatives 
  • Preparation of city specific special SOR for repair and maintenance of heritage structures ( provided resources are available)
